Spill Prevention, Containment, and Countermeasure (SPCC)

In general, MTSU employees and students must not engage in spill response for hazardous substances such as oil, chemical, biological, and radioactive materials.  However, in some situations, such as cleanup of incidental spills (i.e., a few drops or incidental amounts), it is appropriate for the person who caused the incidental spill to clean up the material but only if they have been properly trained and have the appropriate equipment. 

All other spills must be reported to MTSU EH&S Department. 

In order to protect streams, rivers, and lakes from spilled oil, the University has developed a Spill Prevention, Containment, and Countermeasure (SPCC) program. This program is in compliance with the federal Clean Water Act. EH&S develops and updates the SPCC plan for campus. The EH&S department is responsible for regular inspection and maintenance of the spill prevention measures for its identified equipment.

Any vessel that has the capacity to store at least 55 gallons of oil must be included in the SPCC. Equipment that stores oil includes:

  • Tanks
  • Containers
  • Drums
  • Transformers
  • Oil-filled electrical equipment

Spill Kits should be located in appropriate areas and staff should be trained annually how to use them.  SPCC training is offered annually by EH&S.
